National Level

Articles 42-44 of Law 4414/2016 established the initial institutional framework for adaptation to climate change, the main elements of which were the National Adaptation Strategy to Climate Change, the Regional Adaptation Plans to Climate Change, the National Council on Adaptation to Climate Change and the Special Scientific Committee to Combat Climate Change. 

With article 45 of Law 4414/2016, the first National Adaptation Strategy to Climate Change (NAS) was approved. The NAS sets the general objectives, guiding principles and means of implementing a modern, effective and development adaptation strategy to climate change in the framework defined by the United Nations Convention on Climate Change, European policies and international experience. NAS proposes indicative actions and adaptation measures concerning a wide range of sectors of the environment, the economy and society that are expected to be significantly affected by climate change. 

The NAS is implemented through 13 Regional Adaptation Plans to Climate Change Adaptation Plans (RAAPs). The RAAPs specialize the directions of the NAS by assessing climate vulnerability and determining appropriate actions and measures to adapt to climate change, based on the particularities of each Region. 

Articles 42-44 of Law 4414/2016 have now been repealed, however their provisions regarding the NAS, the RAAPs and the National Council for Adaptation to Climate Change have been retained to a very large extent and incorporated in articles 4, 5, 6 and 28 of the National Climate Law 4936/2022. At the same time, the Special Scientific Committee to Combat Climate Change evolved into a Scientific Committee on Climate Change (Article 29 National Climate Law), extending its competence to climate change mitigation issues. 

In the framework of the National Climate Law (articles 9 and 10), the undertaking of action to adapt and strengthen resilience to climate change at the sectoral level is further promoted, based also on the relevant provisions of the European Climate Law. Specifically, it introduces the obligation for central government bodies to integrate adaptation to climate change in their strategic and operational planning, while enabling the implementation of measures and policies to strengthen resilience and limit vulnerability in all sectors of the economy and of the natural environment. 

In addition, with article 25 of the National Climate Law, the National Observatory for Adaptation to Climate Change is established, part of which will be the current Greek Climate Change Adaptation Hub.
