Information about the LIFE-IP AdaptInGR project
The “LIFE-IP AdaptInGR – Boosting the Implementation of Adaptation Policy Across Greece” project is the most important project for climate change adaptation in Greece. The project is coordinated by the Ministry of Environment and Energy and is implemented in collaboration with 18 strategic partners from the central administration, the local governments, the academic community and the NGOs. The project runs for 8 years (2019 – 2026) and is co-funded by the LIFE Programme of the European Union and the Green Fund of Greece. The total budget of the project is €14.2 million, €8.3 million of which is provided by the EU, €2.5 million by national resources (Green Fund of Greece), €3.1 million by the partners’ own resources and €0.3 million by private bodies (supporters).
The LIFE-IP AdaptInGR project aims at supporting the implementation of the National Adaptation Strategy and the 13 Regional Adaptation Action Plans, as well as the revision of the latter, via an array of targeted actions implemented at the national, regional and local level.
More specifically, the project seeks to:
- improve access to climate information and data;
- train the public authorities mandated to implement climate change adaptation actions and policies;
- monitor, evaluate and revise climate change adaptation policies and actions;
- mainstream the climate change adaptation into sectoral policies;
- evaluate and review the Greek National Adaptation Strategy and the Regional Adaptation Action Plans;
- exploit synergies between climate change mitigation and adaptation policies;
- support the implementation of Regional Adaptation Action Plans;
- promote climate change adaptation planning at the local level;
- increase resilience against climate change, particularly in climate-vulnerable sectors (i.e. water management, coastal zone management, forest fire protection, urban environment, flood risk management);
- support the adaptation of cultural heritage and landscape to climate change;
- disseminate good practice examples in Greece, Eastern Mediterranean and the European Union;
- improve information and raise awareness of climate change adaptation in the general public and climate-vulnerable professional groups;
- monitor and mobilise complementary European and national level funding and other financial resources to implement adaptation policies.
The expected outputs and results of the LIFE-IP AdaptInGR project include:
- Contribution to the development of the National Adaptation Observatory (National Climate Law 4936/2022, art. 25, ) through the:
- development of climate projections and open climate data tools;
- development of an online national adaptation hub;
- implementation of a framework for monitoring adaptation actions and policies in Greece.
- implementation of capacity building workshops targeted to the public authorities in the 13 Regions of Greece.
- integrate climate change adaptation into sectoral planning.
- review and revision of the Greek National Adaptation Strategy and development of guidelines and recommendations for the review and revision of the Regional Adaptation Action Plans.
- integration of the synergies between adaptation and mitigation policies into the revised Greek National Adaptation Strategy and the national mitigation policies.
- implementation of adaptation pilot actions in priority sectors in 3 Regions and 5 Municipalities in Greece.
- elaboration of local plans for adaptation to climate change for 3 Municipalities in the framework of the Covenant of Mayors.
- Development of guidelines for the adaptation of landscape, land uses, archaeological and historical sites to climate change.
- Development of guidelines and best practices for the adaptation of Regions and Municipalities to climate change.
- Implementation of actions to inform and raise awareness of the general public and specific climate-vulnerable professional groups.
- Implementation of educational programmes to raise awareness of primary and secondary education teachers and students about the impacts of climate change and climate change adaptation.
- Coordination and effective use of European adaptation funds of the ESIF programming periods 2014-2020 and 2021-2027.
